Using the newly developed M&E plan, the sector will collect, analyze and disseminate information on performance and outcomes, and shall provide information to the sector management structures for decision-making. The plan will also enable the Justice Law & Order Sector stakeholders in particular and Government in general to make use of evidencewhich will be produced by the sector M&E system articulated in this plan. JLOS Development partners, will also use the system to evaluate the performance of the sector and will be the basis for future undertakings.
The M&E plan follows the adoption of the SIP III launched in March 2012 as well as the results framework therein.
Rationale
The M&E plan is based around the need to establish a collaborative effort among JLOS agencies and stakeholders to deepen the results based management system. As part of this effort the sector is to review the different information systems that will generate the indicators, identify resource requirements for sustainable monitoring and identify alternative instruments where existing administrative systems are found to have limitations
Scope
The JLOS M&E plan is for tracking progress as well as performance of the sector as it implements the SIP III. The SIPIII is the strategic framework for annual planning in the JLOS institutions. The plan also considers institutional arrangements for reporting and analysis and is also designed to ensure that sufficient output indicators are included which deliver quick feedback on results that can easily be attributed to specific activities. It was developed taking into account the mandates of each of the sector institutions.
